Which IDR plan gives the lowest monthly payment?

For most borrowers, the SAVE plan will produce the lowest monthly payment because it uses 225% of the Federal Poverty Level to calculate discretionary income (vs 150% for other plans) and charges 5% of that for undergraduate loans. Will my forgiven amount be taxed?

Under current law, IDR forgiveness is federally tax-free through 2025 due to the American Rescue Plan. Can I switch between IDR plans?
